Biography
Mr. Franklin rejoined the firm as Special Counsel in September 2008,
having previously been associated with the firm and its predecessors from 1973.
From 1975 through 1980 he was a partner in the firm’s litigation group where he
handled general litigation including insurance defense, product liability, medical
and architectural malpractice, environmental affairs, Workers’ Compensation, asbestos
related claims and Administrative Law matters. From 1980 through 1994 he was a Senior
Director and shareholder specializing in Public Utility Law, Commercial Finance, Corporate
Governance and Ethics, Commercial and Real Estate transactions and Municipal and Administrative
law matters. During that same period he also served as outside General Counsel to Atlantic City
Electric Company and The Atlantic City Sewerage Company and as Solicitor for the City of Northfield,
New Jersey.
After leaving the firm he served as Senior Vice President, Secretary and General Counsel of Atlantic
City Electric Company. He had also been appointed to serve as Vice-President, Secretary and General
Counsel of Atlantic Energy, Inc. and Conectiv. Since his retirement from those positions he has continued
in the practice of law specializing in corporate and business transactions, not-for-profit corporations and
real estate and land use matters.
Mr. Franklin is also a past member of the Federal Energy Bar Association. In addition, in 1995 & 1997
he was a part of the Stanford University Law School Director’s College.
